Photo Caption Fail

I can’t tell if they are suggesting that sexual misconduct occurs more or less often on Green, Watered Grass.  

Was this watering of the grass a key motivator in the case? They watered the grass, fooling boys into getting Spring Fever, and so sexual misconduct resulted?
